Steve DeFrancesco

CIO

Steve is a cofounder of Health Monitoring Systems.  He works every day to make sure that the latest technology is developed and adapted to best meet the needs of public health.  Steve has regular and in depth contact with clients to determine what information and services they want and need.  HMS uses this information as it continues to improve the syndromic surveillance, outbreak management, electronic laboratory reporting, and case management functions of EpiCenter.

Steve works passionately to meet HMS’ commitment to make EpiCenter the best tool to provide public health with the ability to detect, characterize, and specifically identify threats to community health.  Before founding HMS, Steve worked to develop the first real-time public health surveillance system in the country.  As the Director of Information Technology at the Real Time Outbreak and Disease Surveillance Laboratory at the University of Pittsburgh, Steve led the development of the Software as a Service (SaaS) model of biosurveillance for Pennsylvania and Ohio.  He ultimately directed all technical operations for a network of more than 500 hospitals.

Leading up to his time at the University, Steve directed the data center operations for a regional Internet Service Provider (ISP).  During his time at the ISP, Steve helped build a network that encompassed nearly one million subscribers and oversaw the daily operations of the company's email, web hosting, and server management services.  The combination of his ISP and RODS laboratory experience reinforced his commitment to using software and technology to provide public health with accurate and timely data in a cost-effective manner.  His experience building surveillance systems and networks provides HMS with the knowledge it needs to continually improve and quickly adapt EpiCenter and other services to meet the ever-changing needs of its clients.
